Creating your own kingdom in Mount and Blade 2 Bannerlord is a long process and several conditions have to be met. The reward for your efforts is the ability to lead a faction - as a faction leader you can start voting on the politics of your kingdom, declare war on other factions or accept clans to join your kingdom.
If you give the banner to an empire faction, the quest goal is to destroy all of the outer kingdoms so they all declare war on you. You can’t make peace until the quest is complete. You can make peace with empire factions though. Same thing if you give the banner to a non-imperial faction.

It doesn't mention it in the quest log that you can do it, but you can. I don't know why the other people in the thread claim you can't, because you certainly can .

So the ones that say ruler-clan mean they will affect fiefs that your clan owns, and the ones that say non-ruler will affect the fiefs that your vassals own.
